Okay let's try some standard things.
1) Rename the AVI folder to AVI_back
2) Set the color depth to 16BIT
3) Turn off everything in the background like E-mail/ICQ/Messenger, Virus protection and everything in the system tray beside the clock.
4) Update your Windows, update your Video card drivers and audio card drivers. Then repeat steps 1-3.

98% of flicker problems are caused by other programs running in the background.
 
What is your refresh rate set at?
 
1) Virus check.
2) If you have Music Match installed, it must be completely disabled.
 
I would prob go with a standard rate though.

Well do you play HOI 1 at a different resolution. ;)
 
Well the Bink player is notorious for sure. HOI2 could use a different codec than the previous versions.
 
Game is locked at 1024x768.
What is the make and model of your monitor?
 
I need the actual model number, like 753DF ...
 
Strange according to their site, they have no record of any such model even in their discontinued section. :(
 
Even for 93 that is pretty low, If that is the case there is not much I can do for you, sorry.
 
Not really a great solution, and it should not be nec. something is causing that flicker.
Most likely one of the processes still running.
 
You cannot say it is a bug in the engine since I and 99% of the people do not have any flicker, and those that have the flicker I have been able to solve the majority of the problems by having them shut down all their processes that they do not need.

You should not have a flicker if you do it is because you have something running in the background, I have no flicker on my screen so there is no reason you should have one on yours. There is NO process which is required to be running in the task bar.

Perhaps Gamespot crew should have consulted with me and I could have solved their problem for them. ;)
 
At least you know what is causing the trouble.

I have a wide variety of games from Doom3 to Highway to the Reich and none and I mean none of those games exhibit this problem. Furthermore people are complaining that it has been happening to them since some early Paradox releases and have been living with it. And people know for everyone that complains here there are many others who do not come to the forums.

In other words it is a design flaw with the game engine that has not (and looks like it will not) be addressed by the developers. This is being confirmed by moderators saying to just turn everything off in the taskbar and Tech Supports ignoring emails on the issue (at least for me).

So now we are to the point where developers are just out to make money and do not care about the product they ship. People say they have a problem and some suggestions are offered that do not work. Furthermore the suggestions should not have to be followed, I should not have to go through some voodoo tricks to get a non taxing graphic game to work. This problem makes the game un-playable on my one machine. My only saving grace is my other machine does not exhibit the same problem. I am running the same process on both machines so you know where your suggestions can go.

What e-mail address did you use?
There is no e-mail tech support AFAIK at Paradox, these fourms server that function and are the proper place to ask support questions.
So if you have posted this in one of my support forums, please point me to the thread you started where I did not solve the problem for you.

I have solved 100% of this problem for every member that complained to me and was willing to work towards a solution, yes that is 100%. I say again 100%.

There are still suggestions I gave you on page 1 that you have not responded to.
And how does that make two when he even says this is his first vist to tech support. ;)

Unfortuanately there are many people posting in this thread and it got hijacked from your specific problem, but you do bare some of the blame for that.

Therefore NO one else is allowed to post in this thread further except HercMighty, and myself.


If any one else has this or any other support problem, you can each start your own thread on the problem and I will be happy to assist you.
