That is the flag for the Singapore Straits Settlement. That is only for the island of Singapore and certain provinces (too small for HoI) farther up the Strait of Malacca.

You will see that is indeed the flag for the Malay Federated States. There is a different flag for the Unfederated Malay States, but there isn't enough in the area to justify two seperate states. There is barely enough there for a single nation. We went with the Federated Malay States due to their greater independence from Great Britain and took the liberty of giving them provences from the Unfederates States. Singapore is still a provence owned and controlled by Great Britain so the AI can base ships and aircraft there and it was in this time period very dependent on the home government.
Here is a description of the Strait Settlement flag and the provences that it includes. Basically, the Straits Settlement only includes the area within the provence of Singapore in HoI2 terms.
But it looks so much more British than the Republic-of-China-esque Federated Malay States one.
