I'm currently stuck in the event where the enemy mage terraforms your terrain until you cast the summon rainbow dragon spell. I've progressed to where the witch asked for 1000 gold, but I didn't have it so I had to refuse the offer. The problem is, she never showed up again. I know she's suppose to show up every 10 turns, but she only showed up once and never again. I'm attaching the saved game files:

That saved game is after I'd already endured 6 or 7 barrages of terraforming spells, and more will come as you play.
 
I have the same problem like you. Did you find a solution for that? I'm now at 160 turns in to the game and spent like 6 hours but if have to endure this till end I better restart.
 
I believe you get all the current quests offered up to you when you start up your saved game again, including her offer for 1000 gold. It did in my game.
 
Nope, the quest was gone the moment I clicked that I don't have 1000 gold. I reloaded my times. Not to mention you don't have to reload, but just open your quest log on the left side of the screen. It will show you all active quest.
I only have the quest to reach Ardania. Though in the meantime I got and finished the mirror quest. Guess the game bugged out then.

I wonder if this variant of the bug also still exists, where NPC/random mobs kill the monster guarding the witch.

Actually no.
If you do not have enough gold, it should not stay in quest log.
Instead, it should prompt for gold around 5-10 turns after.

Thats how it worked in my game where it did not bug out.
