I don't know if this is really a tech support question, but it seems closer to that than anything else.

I'm thinking of buying a new computer, and I'm wondering whether that would make EU2 run smoother. I have noticed that when I load a game, in the beginning the days pass slowly no matter what speed I have set; presumably because the AI is hard at work those first days. That would probably be sped up by a faster CPU, but what I'm really wondering about is scrolling. Scrolling around is a very choppy experience. Do you tech guys - or indeed anyone with experience of the game on different PCs - think that that would be remedied with a faster computer (current specs below)?
On one hand the obvious answer would be yes; on another, we have been able to shuffle 2D graphics since the 386 and I have run into other games that scrolled choppily no matter what hardware you threw at it.

My current rig:
Athlon T-bird 1200 MHz
512 MB RAM
Radeon 9600 Pro

You have a half decent system as it is really for this game, well above spec.

The scrolling is going to be based on your video card.

The graphics are very intensive in Parodox games even though it may not look it.
They are not 3D but do strain the other aspects of the card. The size of the map and the number of Bitmap on the screen is huge.

Two things with your current system.
Since you have an Athlon Chip you may use VIA drivers. These drivers are known to be buggy and can cause slow downs or CTD.
Alos your video card may not be configured optimally.
 
In my experience the 9600 PRO is far in excess of the minimum needed to run EU2 well. I have owned one for two years and never seen a problem, and that was upgraded from an older card that was also fine. If the video is the problem, then the card or drivers must be setup very wrong.

Given how RAM-intensive Paradox games are, you may also want to check quite how many programs are running in the background, and whether any of them are bugged and so hogging system resources. Some of the basic windows accessories should be able to check this.
 
Regarding the card I have the exact same situation as Owen I updated to the 9600 and had no problems before the upgrade or after.

Indeed, it is a VIA chipset, the KT133A. Forgot to write that out.
I just remembered that I have access to a computer with vastly different hardware (albeit still meeting system requirements with a good margin). I suppose that I should just install the game on that one and see if there is any difference.

Regarding graphics cards, finding info about 2D performance isn't easy... it's only 3D everywhere! (Which is not all that surprising, but still a bit of a pity for us 2D-gamers.)
 
Most modern cards should not have a problem as long as AGP is enabled.
