An edit of the land provinces surrounding the Caspian Sea is required so that ports can be constructed. For example, for the SOV player to sea convoy supply cut off divs in & around Baku, build ports at Baku and Ashgabet. This cannot presently be done because port construction in these land provinces is not an option.
