Search for Physician decision never finds character with (novice) physician trait anymore

Description​

Before 1.9, using the " Search for Physician " decision usually brought as result the choice between a fairly experienced character in the subject (with a Physican trait) and a cheaper one without.

In the current version 1.9.1 however you never seem to get offered a character with Physician trait and instead two fairly mediocre ones with just a bit of education skill.

I know that a single case even with a save doesn't proof here anything, but the observation is shared by other players - see this discussion in the mian forum: https://forum.paradoxplaza.com/forum/threads/no-good-doctors-since-the-update.1588334/#post-28983013

Steps to reproduce​

1. Load my save
2. use the decision "Search for a Physician"
3. Unpause until you get the result
4. Investigate the bother offered characters and see that neither has any aptitude in form of the Physician trait
(5. Load other saves, try the same decision and see if I'm really just unlucky or if there is a problem)

I’d just like to add that when I used character search at game start to look for experienced physicians (using the relevant trait in the search field), there were none in the entire game. Previously, there’d be quite a few in existence at game start, and some would be wanderers.
