So do planets in sectors upgrade/build their own buildings and clear tiles, or do I need to do that myself?

It's automatic, but you can somewhat customize what the AI will do or focus on in the sectors tab.
Yeah, I get the preferences in that tab, was just wondering because I hadn't seen much progress in one of the colonies than I expected. Just gotta find the most efficient layout.
Try looking at the thought bubble icon in the sector screen, it'll tell you what the AI is currently trying to build.
