When you click on revoltrisk mode, you can see crimebuilding icons of other countries as well.

I wouldn't think so. Afterall, we know where the crime ridden ares of the world are IRL.
My thought too; you'll be getting news from other nations, reports from your embassies. It might not be WAD for all I know, but it's not that far a stretch to imagine a justification for this
