I have the same problem. It seems my original cd-key was just reset and I was given a new one, but the result is I still only own 1 copy of HOI3.

Keys up on GG

Gamersgate have the keys up for those who pre-ordered.
The forums here are taking them aswell.
So I am now a proud owner of a Sengoku icon under my name.
