Build a nice shiny new dome with all the amenities...

Close off existing (full) domes to new colonists...

Launch two rockets full of colonists from Earth...

Rockets land...

New colonists run directly to FULL, CLOSED dome and move in.

Now they are all running around pissed they are homeless.
 
Seems the filters for the domes are still problematical.
 
To make this happen you would have had to have landed your rocket closer to a closed dome than to the dome that you wanted them to actually move into.

Colonists always start in the dome that is closest to the rocket's landing position.

...when it´s a matter of life and death on the surface of a foreign planet, I would too. No WAY am I running PAST this life-giving dome to go to THAT further one.
