1)working saves
2)i dont have to adjust the game with every launch

i can save my game only via steamcloud

Description​

my settings are reset every time when i open the game, like i open it for the first time,i even get the message about privacy policies, again and again
and also i am not able to save my game locally, only via steam cloud
i get this error:
"An error occurred while packaging to the save file.
A backup was created "
reinstallation didnt help, and i dont have any mods either
what can i do? i havent found any useful tips

Most likely your antivirus app is blocking the game. Make sure cities.exe is in al its exception lists.

If that doesn't help, Please gather both these two informational files, and attach them here:

...\Steam\steamapps\common\Cities Skylines\Cities Data\output_log.txt

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

IF dxdiag.txt fails to attach here, rename it to dxdiag.log . But the output log ought to attach as is.

i use kaspersky, recently added CS into white list
no, this file doesnt exist, i tryed verifying integrity of game files, didnt help;reinstallation didnt help either
 
Then this is almost certainly Kaspersky getting in the way. Not only must cities.exe be allowed to read and write anywhere it likes , but realtime scans of the C:\Users\david\AppData\Local\Colossal Order\Cities_Skylines\ folders need to be turned off too.

You may need help from them to made sure of all that.
