I'm playing Arsenal 1.05 with Iron Cross 1.01rev3. When playing as any country, I experience severe slowdowns in research progress as the game moves forward. By 1939, techs of the same difficulty that were researching 1% a day are now 0.20%. It happens with Germany, UK, USA, so I assume it's true for any country. Not sure if this is an Arsenal or Iron Cross bug.
 
The tech starting year is the same as the research year? If this is true, then I´d assume it must be an Iron Cross matter, cause I havn´t experienced this in AoD 1.06 beta 1 so far (or 1.05).
 
Iron Cross has totally different tech tree system than AoD, there are no specific tech years. You should check the "overview" under the technology tab. In the lower left corner there is a value called research speed. Almost every technology has negative or positive effect to this value and you should plan your research so that it doesn't go too low. I usually try to keep it around 100-110 %.
