Sharing Violation Warning

Expected Result​

So I start the game and it said their was a sharing violation and I bought it, so I purchased the liscence and usually play offline, then when I reopened the game it was chinese characters. Cities Skylines II.

Steps to reproduce​

I plugged my computer into the internet to check my e-mails. When I started the game application I got a red caution symbol saying their was some kind off sharing violation. I don't stream at all either. So I restarted the application and the characters was in Chinese and I didn't switch it to Chinese.
