I would appreciate any help about tool enabling creation of new shield and banner set.

Or maybe I can find here a volunteer :) to create such set for Silesia, according to the shield below:

Shields and smallshields are no problem, but no flag... sorry.. perhaps you have to use the austrian-flag...

Not that I have any free time to do requests much anymore though, well unless someone catches my interest anyways.

My site has a primer on making your own flags and shields, though it's not recommended unless you know how to at least use a whole bunch of graphic programs.
