Can any one tell me how to make shieldgraphics.

I unfortunately don't know of a simpler way than to use some graphing software, for instance Paint Shop Pro, and painstakingly applying pixels and drawings or cutting and pasting suitable themes and adjusting them so that they fit in the shield boundaries and art-style.

A new Country needs 4 files, art-wise: Shield_tag; silvershield-tag;smallshield_tag;flag_tag

once again, just kidding (wow! I'm killing myself here :D)

there's a guy by the name of Jeremy McGuinn (sp?) that creates the shields and sprites for the IGC. I think his user name on the forum is McGuinn, you might want to send him a private meassage. maybe he'll share his wonderful secrets (BTW, the guy rocks, his graphics are awesome!)

as I know he had explained what software he used and also how it compared to PSP. It was maybe a month - 6 weeks ago in the Scenario forum.
 
Well, I think pierreluc sums it up. Please note, all the EU graphics are 8-bit colour, so make sure you convert everything you work with to 24-bit RGB colour. Once you're happy with the result, convert it back to the 8-bit shield palette.
