So capua was a somewhat recent part of the roman republic they had in 343 BC sought roman protection against the samnites and after that depended on Rome. With the game starting in 304 BC thats less than 40 years.

Capua would also betray rome during the 2nd punic war after cannae so it's not like they were diehard patriots either.

I'm not sure if they should have a culture of their own (since it could set a precidence for cultures on a small city basis) but if they are to remain roman it could atleast not be to 100% and we could have some minorities of other cultures to show that the city wasent entirely roman.

As I recall it Capuans at that time were ethnically, or at least linguistically, Oscan like in neighboring Nuceria and in lesser extent Samnium. But after being annexed by Romans they were granted actual roman citizenship. It seems to me that their case would be best handled by using integration mechanic. But, since making entire sabellian culture integrated by Rome is an overkill (not to mention rome being already overpowered), best solution would be to split in-game Sabellian culture into coastal Campanian, representing more urbanized branch of Oscans (integrated by Rome), and inland Samnite covering pastoral people of southern Appenine (also Oscan). After such split it would also be fun to have Punic Wars related event de-integrating Campanian culture from Rome when province of Campania is fully occupied during war.
