So capua was a somewhat recent part of the roman republic they had in 343 BC sought roman protection against the samnites and after that depended on Rome. With the game starting in 304 BC thats less than 40 years.
Capua would also betray rome during the 2nd punic war after cannae so it's not like they were diehard patriots either.
I'm not sure if they should have a culture of their own (since it could set a precidence for cultures on a small city basis) but if they are to remain roman it could atleast not be to 100% and we could have some minorities of other cultures to show that the city wasent entirely roman.
