I turned it off permanently. XP got along fine without it. All it ever was for me was a hassle when I was messing with files in the forbidden "Program Files" directory and such. (Oh, noes... I might brake my Intarweb !!!1)

It's just idiocy IMO. Not sure about your question but it doesn't hurt leaving it off.
 
I believe they mean to turn it off and leave it off. You will lose some security but it isn't anything a person with much knowledge of PCs should need, if you are uncomfortable turning it off make sure to NEVER install anything in the Programs Files folder Vista is very protective of that folder, especially with the UAC active.

Does that mean if I install a game in C/Games instead of C/Programs,
the UAC can be left on ?
