The setting: Two forces from different countries (allied or not) besiege the same fortress. The city level goes down.

The bug: If one of those countries goes for peace/seperate peace, the level of the city is automatically restored to full, despite the other besieging force is still there (and has to begin from the start).

Annoying example: I besieged Holstein with quite an army. The city was already in flames (down to -4). Then a very little french army I hadn´t invited, joined. Soon after this, the French concluded a peace treaty, disbanded their army and the fortress was restored...sheesh!

Yep, unfortunately you're right. Here's my example:

Playing as Denmark I annexed the Hansa and decided to launch a preemptive war on Hannover. After a bit of diplomatic effort Hessen agreed to ally with me, and they joined me in the war I declared on Hannover.

My main army besieged the Hannover capitol and was unfortunately joined by an even larger army from Hessen. The men died in droves because the were out of supply, and the Hessen AI continued to throw them against the walls of the fortress even though the morale was at rock bottom. (City morale by the way was -9 and assaults were pointless, since they would surrender any time anyway)

In order to restore the situation, I decided to join the siege with yet an army to get back command from the Hessen AI. As I did so Hessen concluded a peace with Hannover that was suddenly just besieged by my army. The result? City morale jumped from -9 to 2! While I find it credible that city morale increases when one belligerent drops out, such an increase has got to be a bug.

The war ended with the annexation of Hannover, followed by an immediate declaration of war from Brandenburg. That's the first time I have seen the Brandenburg AI being aggressive. Unfortunately for them it just lead to their country being annexed as well :D
