I've posted this on general discussion earlier today, it might have been a bit out of context there.. here it goes again.

I dont know if this has been discuseed before, but...

When laying siege to enemy provinces, it's entirely possible to take the province in (less than) a month with minimum losses by repeatedly assaulting and calling off the assault just before the shock phase begins. The fort strenght is (I think) checked each time you do this, so the first time it drops from 5 to 3, then 3 to 0 and so on until it falls. Attacking army morale does not drop enough to prevent it from attacking the fort again after repeated short assaults.

Perhaps one or two assaults a month should be allowed?

This could be more of a problem in multiplayer then in single where cheating affects only one player.
