Hello, my friends and welcome to Fallout Realism: The Great Bear. Set in New California in 2261 this game will take place twenty years before the events of Fallout New Vegas. I choose this time period because it is a time of great change for the New California Republic. A bit more than a decade after the death of President Tandi many of the restrained, wise and long-sighted policies she enacted are beginning to make way for a new more imperial style of politics. In other words, the Republic is in anarchy. Corporations and entrenched crime families have begun buying politicians and they've gained great success in rigging the system for themselves. Yet, the NCR is not only internally divided and corrupt but externally it faces more threats than ever before. Fresh off its war with the Brotherhood of Steel the Republic has fought tribes spread across the west from Baja to the Mojave and the Sierra Nevadas to a near standstill. Old threats, like the super mutants who once fought for the Master, are still at large in California and traditional enemies like the Enclave have not yet had their final say. As I said, it's sort of a war-torn hell-hole. But that's why I picked it.

The game will be played in the style of my former games. You will be asked to sign up as a character, they can be anyone ranging from the leader of a faction or political party to a nobody. I will then create some basic stats for your characters such as income and relative wealth and you will send me one to two orders when I ask for them (probably once a week). Then, I will pump out an update and we will repeat the process. Updates will generally cover six months but I reserve the right to alter that due to any in-game or real-life conditions that might force me to change it.

Lore of the New California Republic

The States


Capital: New Arroyo

Lore: Arroyo was brought into the Republic in February 2252. Named for the old village of Arroyo that was once home to the Vault Dweller and the Chosen One. The state of Arroyo has gained renown as the breadbasket of the Republic and is home to one of its greatest cities at New Arroyo. With a GECK at its foundation, New Arroyo is one of the newest cities in the Republic and rivals Vault City in terms of standard of living and life expectancy. The state is home to a myriad of interests but is mostly populated by former tribes who settled down and began living according to more ‘civilized’ southern customs. Politically the state is dominated by the interests of small farmers and local traders who conduct a brisk business with the tribes north of the border.


Capital: Klamath

Lore: Incorporated into the New California Republic in 2254, Klamath is the northernmost state in the Republic and one of its least well settled. Klamath’s population is almost evenly split between ‘civilized’ tribal communities and traditional settlements which dot the old Route 97 and arch along the Klamath River. Economically the state relies heavily on the trapping and agricultural industries which produces enough food (when taken together with the other northern states) to keep much of the Republic fed. Klamath is also renowned for its natural beauty and many members of the elite in southern California retain vacation homes there. Yet for all its beauty the winters there are rough and long.


Capital: Redding

Lore: Centered on the small town of Redding and its pre-war gold mine, the town and the area around it have long played an integral part in the politics of northern California. Before the Brotherhood-NCR War Redding was the place most of California’s gold reserves came from. However, in the aftermath of the Brotherhood raid on the Boneyard Reserve the state’s economy has suffered with the federal government unsure about dropping the gold standard. Yet, gold is not the State’s only industry. Redding also boasts important farmlands which help keep much of southern California fed along with a booming energy weapon industry captained by the Van Graff family. It also occupies a strategic location on the roads going north and is an essential stopping point for caravans traveling the Long I-5. Politically Redding is a deeply polarized state. On one side there are the small farmers who maintain a powerful voice in their local government, similar to Redding’s northern neighbors. However, the Van Graffs also call Redding home and have been using hard and soft power to dominate the state. Through threats, bribery and sometimes murder the family has earned itself a reputation for its ferocity. They are rumored to maintain important trade links to the slavers of the Den and, have exerted a strong influence on the drug trade extending their power as far as, New Reno.


Capital: Vault City

Lore: The Vault City Council voted to join the Republic on March 3rd, 2247 three years after New Reno chose the same route. Vault City is by far the richest settlement in California. The state is relatively industrialized and is home to a large pharmaceutical industry which produces nearly all of the medicine used in California. The state is also home to the town of Gecko which is known for its working nuclear power plant. Politically the state is divided, many members of the old Vault elite still remember the days of independence fondly and, resent the toll NCR taxes have taken on them. Meanwhile, the youth is generally more accepting of the republic and many have been heavily influenced by the values Tandi extolled during her presidency. Despite this, tensions between Vault City and Gecko remain high as years of racial tensions and bigotry has led to simmering resentment on both sides. This mistrust has harmed the state and contributed to its inability to incorporate the economically significant town of Modoc.


Capital: New Reno

Lore: New Reno petitioned to join the Republic in 2244, inaugurating the beginning of a new era for the chaotic city. The second largest metropolis in California, New Reno was built on its reputation as the capital of vice. The city’s casinos and brothels have long powered its economy and disputes between rival families over these businesses has been the focal point for politics in the city. Currently, two families vie for control of New Reno. The most prominent of these families are the Bishops who have dominated the state for almost two decades. The Bishops are renowned for their negotiations to peacefully integrate New Reno into the NCR and for getting a few laws through Congress which legalized gambling and prostitution. They are also well known for their monopolies on gambling and prostitution within New Reno. Yet, their influence has begun to wane in recent years as their main rival for dominance, the Wright Family has grown stronger. The Wrights are renowned in Reno for their strict moral code and around California, they are recognized for their near monopoly on alcohol production in the north. Yet, there is a new power on the rise within the city as well. The Van Graff family, are not natives to New Reno but have been making a name for themselves due to the disciplined ferocity and violence that characterizes their business transactions.


Capital: San Francisco

Lore: In 2257 Frisco was incorporated as a state into the New California Republic following a deal known as the Golden Gate Accords. Unique from all other NCR territories and states Frisco enjoys near-total autonomy within the Republic. In the half-decade, since they joined the NCR the state has boomed. The Shi and the city’s native population have found new markets for their goods across California. Technology has always been in high demand and San Francisco has become a hub for the tech-industry since it was incorporated. However, this has also brought the city new rivals as the Shi and the Van Graffs battle for control of the energy weapons trade. There are also many threats to this new found prosperity. The roads from Shi Town to Sac-Town and beyond are under constant threat from super mutants, raider tribes and the wildlife which always threaten to cut off the small state. This as well has led San Francisco to become the nucleus for a small merchant marine which helps the city maintain its trade contacts when the roads are too dangerous to traverse.


Capital: Shady Sands (also capital of the Republic)

Lore: Shady Sands is among the richest and most well-populated areas of the Republic. One of the found five states, Shady Sands also possesses the nation’s capital which boasts a population of some 29,000 making it the third largest city in the NCR. External peace and relative political stability has allowed the state to prosper over the last century, a has led trade to a trade boom across southern California. Shady Sands is as renowned for its large brahmin herds as it as the capital and, much of the nation’s meat and clothing is produced in the state. Yet, the state still faces its share of problems, many of the indigenous tribes in the mountains north of the capital have refused to be peacefully pacified and skirmishes are common. Furthermore, the economic gains of the past century have not been equitably distributed and there has been a growing push from powerful farmers and herders to end laws that protect smaller landowners. Sometimes this movement has been less than legal and several land disputes have ended in a shoot-out.


Capital: The Hub

Lore: The economic capital of the Republic, the Hub boasts the NCR’s largest city which it is named after. Founded in 2093 around a filthy oasis the Hub has since grown a few hundredfold. One of the founding states of the republic the Hub now boasts a population of some 38,000 citizens, the city serves as the heart of Californian industry and trade. Outfits like Crimson Caravans and Far Go Traders have long had their headquarters there. The city is also well known for its water merchants who maintain a monopoly on the city’s water supply and have long used it to gain political power. Furthermore, many of the Republic’s consumer goods are produced within the city and on its outskirts. The Hub has long rivaled Shady Sands as a potential center of political power and, many of Tandi’s reforms were aimed directly at curbing the power of the city and the merchant oligarchs.


Capital: Maxson

Lore: Ironically named after the founder of the Brotherhood of Steel, Maxson was one of the five founding states of the Republic. With its capital in the small town of Maxson, most of its population relies on brahmin herding and prospecting to scrape out a living in the wastes. In recent years this system has been upended as the Brotherhood-NCR war has torn the state apart. Now many of its residents have fled and the State has found itself pockmarked from end to end with fresh battlefields. Of the original five states, Maxson had the smallest population and was among the poorest. Yet, it also was the safest enjoying the protection of the Brotherhood of Steel. With the Western Brotherhood all but dead this may change as hungry tribals and super mutant warbands move in from Great Valley in search of loot.


Capital: New Adytum

Lore: Formerly known as Los Angeles the Boneyard is a name used for the communities that sprung up in the city’s ruins around 2100. Home to the Followers of the Apocalypse, the Gun Runners, the Republic Reserve and the NCR’s first medical University the Boneyard serves as an essential hub for heavy industry, education, and business. As one of the five founding states of the Republic, the Boneyard has greatly benefitted from the economic boom associated with incorporation. In the past fifty years, many parts of the city have been restored or rebuilt. However, the state still faces problems. Organized crime continues to plague much of the Boneyard and the problem has only worsened in recent years as the New Reno crime lords become involved. This has turned parts of the NCR’s third largest city into a war zone and the Boneyard is as renowned for its violence as it is for its schools.


Capital: Dayglow

Lore: One of the oldest towns in the wastes, Dayglow was once a normal settlement, inhabited by scavengers and natives of the once great city called San Diego. It was a prosperous town yet when a plague swept through the city in 2144, Dayglow was left abandoned. In the years since thousands of ghouls and a few dozen super mutants have moved into the city and the surrounding area. They have made a profitable business out of contracting for larger scavenging companies in New Adytum and the Hub. The southernmost state in the Republic Dayglow was also among the five founding states. The economy largely depends on scavenging, brahmin and trade. Because of its geography Dayglow has also served as the final staging point for settlers and caravans headed south into Baja. With more and more settlers moving south in the search for better land to farm and ranch on, Dayglow will continue to be an important transport hub and the largest enclave for ghouls in the West.


The Territories

The Tribal Territory south of Arroyo and east of Redding is considered a wild place by many southerners. In one of the last acts of her Presidency, Tandi formed a tribal reservation Redding and Arroyo in order to solve several regional land disputes and to prevent conflicts with the friendly tribes in the area. In exchange for this concession, the tribes that were native to the area and who were uninterested in integration into ‘civilized society’ swore loyalty to Tandi and the NCR. As a result, peace has reigned in the region ever since. The territories leading tribes, known as the Dust Eaters and the Black Stones pay thousands of dollars in tribute each year to the NCR treasury. They also send several dozen recruits to the NCRA every year and many become leading scouts and trappers during their time in the service. Several have even risen high enough to earn the title ranger.


The Great Valley or Central Valley Territory as some refer to it, is home to the bones of old California. The ruins of dozens of ancient cities from Yuba to Fresno lie silent where they once stood. During the great war, the Central Valley saw a kind of destruction one can’t possibly comprehend and prays never to experience. In the years since then, the wrecks of those ancient cities were first re-populated by tribes of mutated cannibals. Then came the Master and after his fall the Valley became a Hub for super mutants with no place else to go. With the rise of the NCR, the Central Valley has once against become an important hub for trade because of its geography. Administered from Sac-Town the Republic maintains two combat battalions in the territory to protect the vital trade routes along I-5 and I-80 as well as the small reservoir at San Luis. Yet, even these forces aren’t enough and when a local tribe or a super mutant warband get especially bold control over the highways can be hard to maintain.


The Mariposa Exclusion Zone is the civilized name given to the fiefdom of the super mutant warlord Melchior. In the years after the Enclave’s excavations at Mariposa, the site was largely abandoned. It was only ten years later that the NCR learned a super mutant had taken over at Mariposa. Upon their discovery, the politicians in Shady Sands flew into a panic. With Mariposa so close to the 395 Melchior could have severed the lifeline of the Republic if he had wanted. Yet, weeks and then months passed and nothing happened. It became apparent then that, Melchior was willing to coexist with the Republic if they both were willing to ignore the other. While this unofficial policy has been criticized by many bigoted congressmen and state governors over the years it has kept the peace. Today the Exclusion Zone continues to be thoroughly monitored by the Rangers yet, it is considered a garrison posting almost since nothing ever happens there.


Originally the home of Necropolis an all ghoul city founded on the ruins of Bakersfield, the territory has since been thoroughly depopulated. In 2162 the mass migration began and since then the settlement never recovered. Too irradiated for humans to settle and with too few ghouls around to make proper use of the city Necropolis sits silent and derelict. That does not mean the territory is void of life, however. Various ranchers, farmers, and traders have set up shop in the less irradiated parts of the territory. Drawing water from Lake Isabella these adventurous spirits have managed to carve out a decent life for themselves. Despite their successes, however, there are still many problems. Raiders and slavers originating from the tribes holed up north in the Sierra Nevadas continue sporadic attacks against the settlements and skirmishing is common. Furthermore, the devastation wrought in Maxon has left many refugees with no other choice but to establish themselves in refugee camps along the I-5 in Necropolis. Many of these refugee camps are severely under-funded and conditions in them are very poor. The government estimates that as many as 10,000 Maxon refugees now are living in Bakersfield.

External Factions

With the Brotherhood in Central California facing extinction, the remains of the once proud organization have been forced to relocate. In bunkers from Oregon to Nevada, the decimated order is trying to rebuild. However, it still faces the traditional limitations that the Brotherhood’s ideology has imposed on it. For now many of the remaining Chapters have gone into hiding, only sending out Paladins and Knights when absolutely necessary. In the last six months encounters between the Brotherhood and the NCR have been rare yet, whenever there is contact between the two groups it often ends violently.


Remaining [REDACTED] personnel in California either fled west and went into hiding, or fully integrate into the NCR by shedding their identity; those found out from time to time were arrested and tried for war crimes. Some were able to reach Nevada, where the NCR's more tenuous presence gave them the opportunity to quietly blend into large towns. However, there are rumors that several [REDACTED] bunkers remain active in the San Bernadino mountains and there have been sporadic sightings of [REDACTED] [REDACTED] and soldiers in the years since [REDACTED].


Following the death of the Master in 2162 the once unchallengeable, super-mutant army he had led fell apart. Some of his followers attempted to adapt to this change and left Mariposa, settling down human communities or in small towns of their own. However, this life was not for every super-mutant and hundreds rallied behind charismatic warlords who continued to fight on in the name of the Master. From the Great Valley Territory to the Mojave scattered warbands of super-mutants still roam, reaping havoc on unsuspecting caravans and travelers alike. This has greatly contributed to the anti-mutant bias which has been so prevalent in the NCR. These warbands are most prevalent in the Great Valley Territory which is only nominally under Republican control. Super-Mutants can also be found as far east as the Mojave and several independent groups dot the Sierra Nevadas.


Meanwhile, human followers of the Master, known as the Children of the Apocalypse have mostly gone away with time. However, in the Den a small community of them still persists, rallying around one of their few remaining churches in the wasteland. This church has become a center for anti-NCR resistance in the community.


The largest remaining threat to the Republic is the various tribes and gangs that dot California from the Den to Dayglow. For years these groups existed in a vacuum, largely isolated from the outside world and the dangers in it. However, with the fall of Unity and then the Enclave the NCR has been able to spread its reach north and east into lands that had rarely seen a “civilized” presence since the bombs dropped.

While many tribes have successfully integrated into the NCR, these groups still constitute the largest native-born resistance to Republican expansion as a whole. Particularly strong in the San Bernardino Mountains and in the Sierra Nevada’s these tribes have proved a consistent problem for the Republic, raiding lucrative supply routes and destroying the homes of encroaching settlers. They have grown increasingly bold with certain raiders going so far as to attack Route 395 which serves as the Backbone of the Republic.

Many of these groups are also rather entrenched in Death Valley and the Mojave and it was at their hands that 38 NCR civilians were slaughtered in 2253. Attempts to expand NCR control east along I-40 and I-15 have been met with ambushes and harassment, which has discouraged the three battalions stationed there from moving far from their forts around the Hub. Lately, there has been evidence that these tribes are organizing into one grand army. Should this prove to be true it could make efforts to tame the Mojave much harder.


Originating from Vault 15 alongside the settlers of Shady Sands, the Great Khans, Vipers, and Jackals have long held a reputation as the most ferocious raider tribes in southern California. They were among the Republic’s first and most effective enemies and have never wavered in their opposition to the Bear. In later years however their luck has turned sour, with the defeat of Unity then the Enclave and finally, the Brotherhood of Steel the Republic has been able to turn far more of her attention to eradicating these tribes then she had before.

For example, the once unchallengeable Great Khans have been sent reeling from the death of their leader, Darion in 2241. Since then they have lacked a central leadership and isolated warbands have been left to roam across the wastes. While the sight of a Khan still strikes fear into the heart of any rational man they are no longer the fighting force they once were. There have been stirrings of an exodus, however, and perhaps soon California might be free of the Khans once and for all.

Similarly, the Vipers are all but extinct in New California proper. Yet, in search of a new homeland and new prey, these raiders have migrated east. Some heading into northern Nevada while other groups have made for the Mojave. While the Vipers lack any unified leadership they still pose a significant threat to travelers and merchants heading down the I-15 and are one of the significant Tribes leading the opposition to NCR expansion in the region.

Finally, the Jackals remain, pushed out of California proper in the 2100’s by a savage onslaught for the Great Khans their hatred of that tribe has yet to cease. With many of their members swallowed up by larger and stronger groups in the years that followed the Jackals seem to be on their deathbeds. However, they should not be underestimated, from bases in the Mojave and, as far East as Bullhead City isolated groups of Jackals still haunt the Wasteland in search of prey. Having never turned away from their cannibalistic ways the Jackals still haunt the popular imagination with tales of their savagery.

As one of the youngest of the clan patriarch's direct progeny, he has out-survived many of the original lieutenants - his older brothers. Thanks to the Family's tradition of keeping true blood Wrights in the inner circle, with family-by-marriage and other close ties forming the rest of the gang, being the last able-bodied son of the original boss effectively guaranteed him the leadership. He is named after an older brother, Richard Wright, who died of a Jet overdose; and throughout his life has upheld his family's moral crusade against drug-dealers, slavers, and child-killers. Having come of age in the heyday of the New California Republic, Ricky-Joe is used to being half-respectable for a New Reno gangster and booze-merchant.

Should food purity standards be raised in the Republic, they will likely have to discontinue the popular rotgut known as "Tully's Specialty Beverage"; a concoction of ethyl alcohol, tobacco, and sulfuric acid and water.

The House of Norton
History: The direct descendants of Joshua Norton, self-proclaimed Emperor of the United States and Protector of Mexico, and his wife "Josephine," a Chinese immigrant who Norton claimed was a royal princess of the Han. Despite their eccentric origins, in which the clan takes perverse pride, the House of Norton is a very serious power player in Shi-town. As head of the Norton clan, Joshua VIII was instrumental in integrating the survivors of the Shi-huang-ti with the rag-tag community of survivors in the San Francisco ruins and married the vessel's first mate to intertwine his House's fate with that of the submarine crew's. As such, the House of Norton occupies a prestigious place in the feudal hierarchy of the Shi and holds the favor of the Shi Emperor.

Characters: Joshua XVI is the current head of the House of Norton, holding the hereditary title of "Protector" as acknowledgement of his House's past deeds. A veteran of the Shi Guard who still retains officer's rank in its reserves, the current Protector has been instrumental in expanding Shi-town's mercantile interests, with particular investment in the city's merchant marine. His brother Abraham is an accomplished exotic-energy physicist with the Shi R&D Division, while his sister Sarah is actively serving in the Shi Guard. Most members of the House are expected to involve themselves in the sciences or the military, though it is well-known that the Protector's son Josh has taken a greater interest in his family's commercial ventures.

The crest of the House of Norton is two stylized hound heads in gold, back to back, on a field of royal blue.

When the former head of the Hubologists - AHS-9 - died in 2258 of a heart attack brought upon by the anger elicited by the Shi-NCR Golden Gate Accords, its membership was paralyzed. In the immediate aftermath, ambitious leaders, most notably AHS-7 as de-facto second-in-command, angled themselves towards succession, equal parts a desire to ascend to a higher plane and to boost their own earthly desires.

Known then as AHS-5, the future AHS-12 would cunningly garner support among the celebrity figureheads, who in turn served to propagate his influence over the plentiful lower spokes of the cult. With such backing, AHS-5 made the controversial claim that he had received a vision from the Hub himself, the mythic founder of Hubology Dick Hubbel, and was instructed to overtake control of the sect along another path. To this end, AHS-5 declared himself AHS-12, carving out a completely new tier within the Hubologist hierarchy.

This move was two-fold: for one, AHS-12 would assert dominance over his rivals who quarreled over the now-lowly rank of AHS-9; and two, with the expansion of ranks, AHS-12 could elevate key supporters into the more flexible system. The short schism of the Hubologists ended with the former AHS-7 hanged from the Golden Gate Bridge - it was claimed that he had consorted with "suppressives" and thus had a neurodyne overload - and his rivals sated with the ranks of AHS-9 through AHS-10. AHS-11 was left void, representing a distinct divide between himself and the other members.

Under AHS-12, Hubology adopted a more insidious stance against the Shi. Whereas in the past, outright raids took place, reports of strife would be swept under the rug by a PR-minded smile. Likewise, Hubologists were instructed now more than ever to integrate into the NCR system, but never to forget their true allegiances. Designed solely to further their own aims and strangle Shi goals, this new era of Hubology-NCR cooperation has held and been expanded thus far, rooted in toxic ambitions.

For his own part, AHS-12 maintains general secrecy and mystique, meaning he has of yet met with the NCR government, acting through informal interest groups, Hubologist sympathizers, and his personal lackeys.

Priam grew up in Shady Sands, and while Presdient Tandi died when he was just 12, her legacy has lived on in the NCR. Her ideas of peaceful expansion, while nominally opposed to an expansion of the military, have, in fact, been so successful that military expansion is necessary. Priam excelled in school when he was younger, and volunteered to join the army at the age of 17 directly after finishing his education. As the threats of the Brotherhood, Supermutants, bandits, and tribals threaten the internal security of the NCR, Priam is assigned to the Great Valley Territory, where he excels in tracking down the small bands that threaten small-time farmers and merchants, quickly rising through the officer ranks. Now, 18 years into his deployment, Priam Matts is a General in the NCR army, fast tracked due to rising tensions in the NCR.

General Matts understands that the GVT's central location will be vital for any extended conflict, as it connects every corner of the NCR, and is vital for the nation's trade interests. A hostile force that controlled the GVT could dismantle the NCR entirely, given the right conditions. As such, General Matts will do everything in his power to control the Great Valley Territory. As the situation with the Brotherhood looms on the horizon, however, he is left to wonder is his best will be enough.

It is worth pointing out that General Matts, though lauded for being courageous, hard working, and earnest in his mission, is... not considered the brightest bulb ever screwed in. His complete lack of tact and inability to comprehend social anxiety, as well as a rather single minded outlook tend to see him branded a little less intelligent than most. Certainly not as politically savvy as some think a General needs to be.

Lars Janson is a politician and candidate for the governorship in Shady Sands.
Born in Shady Sands, Lars grew up as a heir to the lesser brahmin baron Paul Janson.
Gaining a deep insight into the trade, he also came in touch with the ideas of
free market and realized that in order to gain supremacy in the brahmin trade you
dont need to be the better producer, you just need less competition.
As he saw that his father struggled with hostile takeovers, he searched for a different
way to rekindle the competition and as a result founded the CLP with the idea
of fair, open market competition and safety for private ownership, but also to
encourage the people (and especially the rich) to take the initiative to handle
problems of the community and promote education, which in turn would help the economy
with new solutions. His second run for the local parlament got him a seat and
although the mighty not always like his approach on "fair" open market, it was clear
that he was much closer to their view and less costly then buying all of Lars
competition that largely use the support of the poorer people, while the poor
people liked lars approach as a way of freedom and protection from the upper class.
With that, Lars candidats for the Governorship of Shady Sands with 35 and hopes
to finally gain enough support to enforce his ideas and bring an end to internal
violence for economic power. Let the war of ideas begin!

Bio: Coming from relatively obscure and unknown origins, the young Robert nevertheless must have come from a relatively wealthy family, being physically brawny and tall beyond the average man at six and a half feet, impecabbly dressed in a black suit with a black tie, accompanied by a Mr-Handy aid and a small caravan, having taken residence in one of the broken towers that give the Boneyard its name, taking the penthouse as his personal residence, with an office on the floor below. Within the year, it was refurbished both internally and externally, and turned into a middle-class hotel known as Dustin's Dorms . Recently he has affiliated himself with the Crimson Caravan, knowing full well that smaller businesses like his are quite vulnerable in the NCR. Now, with a well running hotel and his investment more or less returned, he seeks to expand his influence across the Boneyard and to acquire more properties across the NCR

Robert is openly known to be a practising Evangelical Christian, intolerant of ghouls and mutants, and probably served time in the military, carrying and acting in such a manner that is the typical residue of any old soldier.

Bio: Abigail was taken in by the Followers after the death of her parents when she was just a girl. Highly intelligent, she learned to read quickly and began to pursue medical science as her greatest field of interest. She was never the most popular child, always seeming to focused on her work and learning something new to make time for others, but her studies advanced far quicker than those of her peers. Eventually, in her early twenties, she began devoting her time to medical research, eschewing the typical path of a follower to go out into the world and provide aid to those in need directly. When the previous leader of the Followers passed in 2258, Abigail was selected to replace him as something of a dark horse candidate. While she lacked the "bleeding heart" of many Followers, her intelligence and pragmatism were thought to be just what was needed to deal with the instability that the Republic faced.

Bio: Born to William Broderick, a white, San Francisco, former Vaultist merchant, who upon striking great fortune during the peaceful northward expansion under President Tandi met and married a beautiful, ex-tribe, peasant woman from the cold Northern area around Klamath falls.

The couple, shortly after meeting, would move back South, this time to Shady Sandy. A year into the relationship, a strong, young son would be born, being, unfortunately, the last the couple was to have. He was to be named John Howard, and he was not to have an ordinary childhood. Much time was spent travelling across the Republic, frequently venturing North of the Border into the ancestral home of his mother - to the bulgeoning farming village of New Arroyo, and of course, the gold-mining hotspot of Redding. It is perhaphs therefore that John Howard did shape to have an entirely normal personality - not distinctly Californian, but not exactly Northern either. Furthermore, the travelling lifestyle and business history of his family helped him secure connections and ensure a solid education.

During their son's teens, the three settled in Klamath, a town on the Goose Lake that served as the administrative capital of a sector that was slowly but surely integrating into New California, with William Broderick being one of the first pioneers of integration. John Howard was allowed to flourish in those years. Northern, tribal, cold-weather life was harshly subjected to his boundless curiosity, this curiosity later becoming idealism and a sense of patriotism for both his greater nation and his lesser state. He was developing, perhaphs because of his eventful childhood, to be mentally quick, intellegent; to be tall, strong, charismatic - and, crucially, he possessed enormous strength of will as well as temper.

Upon turning 18 he was sent to a reputable Hub academic institution, where he learned about economics, business, infrastructure; but also history, political science, and public relations. However his character soon got the better of him, and he would, when he finished college, conflict with his father over his idealism and eccentricity. He was gripped on volunteering for the NCR Armed Forces and fighting in the newly sparked "Mojave" capmaign, and his strength of character was eventually overwhelm his pacifistic father. He was driven by several factors - firstly, he was young and idealistic - he wanted to do his duty - to show his patriotism. He wanted to attain true manliness, and sharpen his discipline. But, he also wanted to learn - he wanted to be recognized by his superiors; to dive deeper into the NCR politics, and see the status of his country first hand.

And do so he would. His physical vitality - his mental cunning - his iron will would not prove unfazed by the grueling conditions of the Mojave. John's resolve was often tested, John often shied away from the eerie stare of death, and yet, he would succeed. He received promotion after promotion - eventually becoming an officer after 2 years of service and being slowly introduced to the status of the high command. He was disgruntled by the factionalism, the stupidity, and, most importantly, the logistical and strategical failure of the campaign. After 3 years of service, partially due to the chronological deaths of both his mother and father, and partially due to boredom and a suppressed political free will he experienced in the last, formative three years, he stopped and moved out to Klamath, where he sought to enter either politics or business. Shortly after, he was contacted by the government - they were willing to meet him. In fact, many in the government sought to speed up the assimilation of the Northern provinces (as well as advance their business faction's influence in this largely untouched region of the Republic) by supporting the right, pro-southern politicians. They were impressed by his background, personal history, and personality, giving him significant influence and social standing. He spent the next three years solidifying his position. He had the unique approval of almost all the factions in his area - the tribals respected his idealism, strength of character, and love for tribal heritage - the Californians liked his service in the army and his ability to control the Northern Provinces, the business interests also wanted a man with Southern leanings in power, as this would open the market more to the families and organizations of the greater NCR.


The lattermost would prove wrong. Having served in the Mojave, being a tribal, and being a fervent populist and idealist. He grew to dislike the business factions, even though he was of them by himself. He spent the next 7 years by - first, solidifying his political position. He gained the doubtless, unbending support of the Klamath people by campaiging extensively and by, apparently, being the only one supporting the interests of the Northern people in the South. However, the north isnt his only target group - he has a great and growing set of followers - Mojave veterans, disgruntled by the state of the area - conservatives, distraught by the position the country is in, and fans, who simply are attracted to his charisma and character.

Secondly, his business sense and connections let him duly develop the inherited business shares of his deceased father, who, over the years, amassed a small fortune of land in Klamath by buying plots when modernization was only just beginning. This land was used quite diversely - John did not seek to compare himself to the business magnates, but he did want to have access to a small stream of wealth that allowed him to pursue his career with availible funds. On some, schools were built, elsewhere, livestock was raised, and, where the situaton allowed it real estate was built.

And third, he became Congressman. He wished to become governor at first - he thought it was from there that he could serve his people most, but he decided against it, after all. Why should he confine himself to a state of 20,000 people - why not represent those before all people of the West? Elected mostly by northerners but also other, he ran on a platform of populism, with a slight socialist, anti-business twist to it. Klamath, out of all the regions, was perhaphs the only one totally uncontrolled by the magnates, crime families, and businesses - Broderick sought to keep it that way. Thirdly, he was one of the first to criticize the Mojave war - the campaign strategy must either be reformed or ended before it is too late. Period.

I like all the sign-ups so far, some could use a few tweaks but if I haven't contacted you you're alright. Wanted to make a note about how politics will be done in this game.

Each turn players with over a certain amount of clout or those who are members of the NCR congress can propose legislation. The player base will then vote on it with a special influence to those with more money and clout then I will announce the results of the voting in the update. If you decide to opt for a spot as a governor that is fine but you will receive one order and your efforts might be stymied by the other powerful factions in your state if you are working against them. Terms for Congressmen will be 4 years while we will have Presidential elections every five. I'm still working on all the systems and I'll make a more official post about this at some point down the road.

The only son of a relatively successful but short sighted Brahmin rancher, John had a comfortable upbringing, fraternising with members of the Rural upper class. He was never successful in his rather irregular education, being far more accomplished in his physical activities. However it was all turned on it's head when his father died while he was only 14, leaving him in the unenviable position as man of the house. Surrounded by rivals he was saved by a friend of his father, and local Stockmen Association representative, he gave him a second education, one in brutality and politics. Seeing the ruthlessness required to rise to the to, aged 20, he put his mentor's lessons to test, forcing his neighbours and would be rivals to sell out cheap, going as far as driving a childhood friend to poverty. Soon, he was the largest rancher in the region, circumventing the rules through a combination of friendly relationships with the right people, and proxy ownership. He thus spent the rest of his life devoted to rising to the top of the pile.

By aged 50 he had become Head of the Association, and moved full time to the Hub, to the head office of the association, leaving the Brahmin at home to numerous well trusted advisors to assist his son.

Name: Governor Jamison "Jay" Turner

Bio: A successful business owner from Sacramento before the war, Jamison Turner, along with his wife and daughter, was one of the many unlucky millions to be caught on the surface the day the bombs fell. Although he and his family survived the nuclear hellfire, the ensuing radiation ghoulified Jamison and his family. While Jamison retained his sanity, his wife and daughter sadly did not, gradually becoming feral. After eventually coming to grips with the new reality, Jamison eventually found himself at the newly formed city of Necropolis (former Bakersfield) in 2087. Setting up a small business trading in scrap, Jamison, like many other ghouls, lived a relatively peaceful life for the next several decades.

However, in 2162, the Master attacked Necropolis, sending the ghouls of Necropolis fleeing in what came to be known as the "Great Migration." Jamison, along with a large group of ghouls, fled south to the abandoned ruins of San Diego, founding the new city of "Dayglow." The city quickly grew in prominence as a haven for ghouls, replacing the status of Necropolis as the largest city of ghouls in California. Jamison himself continued his scrap business, rebuilding the fortunes he had lost during the Great Migration. Utilizing the nearby lucrative West Tek Research Facility, his fortunes quickly surpassed what he had gathered previously.

Eventually, he used his wealth to become involved in politics. Becoming governor during President Tandi's life, Jamison's leadership has allowed Dayglow to continue to grow, both financially and in population. Given the exceedingly long lives of ghouls and the lack of term limits for governors in Dayglow, Jamison has been governor of Dayglow for well over three decades. Affectionately called "Jay" by the denizens of Dayglow, he enjoys wide popular support due to his successes as governor and his vocal campaigns on behalf of ghouls.

The Patriarch of the Lee family, Alexander came into his position roughly a quarter of a century ago after the death of his father. From his father he inherited the massive trading company that was the Crimson Caravan, and during Alexander’s administration it would reach ever new heights. Alexander was a skilled administrator and trader, not to mention a lucky gambler. During the final years of his father, and throughout Alexander’s leadership, the Lee family would continue to sell off and expand the shares of the Company, allowing investments into securing industrial production, expanding their Brahmin herds, securing new trade routes and government contracts. And while his family has lost their sole will over Company affairs, Alexander has managed to stay firmly in power, both ensuring his own position and that of his son to follow in his footsteps. Through careful management, and at times risky gambles, he has ensured the wealth of his own family, placing among few others at the forefront of society.

While Alexander would come to enjoy much success in his business life, then his earlier years did not show the same promise. After the death of his mother during his early teens his life took a nosedive. He became ever more alone as his father was busy with his position and work within the company, and as he grew more alone Alexander turned more and more to his friends, often the wrong kind and developed a deepening drug addiction. The change to his habit, and future, would come during his mid-twenties when he met Helen who helped him out of his addiction together with Alexander’s father. The two would go on to have a total of four children and a long and happy marriage, and even though they now live separated, Alexander still relies on her for advice, comfort and help with their children, whom he dotes on, as well as the rising tensions between his two oldest.

His father’s golden son, his first born, his treasure. James had always taken after his mother more so than his father, with his blonde hair and taller features. James grew up in a loving home, spending the first two years as the sole attention of his parents, aside from his father’s work, until his younger brother came along. James had never really been fond of sharing his parents attention during his early years, and as time passed on it only increased as both him and his younger brother became ever more competitive, with James often winning if largely due to his two senior years and a better physique. The more they competed the more the two began to fall out, James often picking on Benjamin, or as he called him, Benny, much to Benjamin’s anger.

As the oldest child, James has never lacked for anything, never lacking money, friends, attention or affection and certainly rarely being told no by others. At a relatively young age, certainly ahead of his time, he was given a position by his father within the Company for him to manage. While he has not faltered, he has not prospered either, finding advances often coming naturally to him through the quite open and obvious affection by his father who doted on him, resulting in him often putting less effort into his work and project than what they need, which often shows to those that are not blinded by affection.

His relationship with Benny has only gotten worse as of late as Benjamin has begun to outperform him in Company affairs. A fact which has begun to get under James’ skin as it puts a question mark under his ability to follow in the footsteps of their father as the coming patriarch of the family, a position he has always taken for granted and which he firmly believes belong to him.

Benjamin, Ben to the family, Benny to James if his older brother has a particular desire to try and get under his skin, is the second oldest child of Alexander and Helen Lee. He had always been more reserved than his brother, though never shy and never neglected (according to his parents), he was just given less attention than his older brother as he was seen as an easier child to manage. Partly through the actions of his parents, but mostly due to James’ ability to have his parents notice him and his antics. This only intesified as they grew older and the brothers first began to truly clash, both of them having competitive spirits, and more importantly for Ben, he wanted to be recognized as he had always felt overshadowed by James.
But during his early teens it hardly went well, he was shorter than his brother, had inherited more of his father’s traits such as the black hair and brown eyes, and his physique had never been quite as good. So most of what they competed in at that age was sports, with James almost always coming out on the winning side and fueling Ben’s desire all the more to prove himself.

All of this helped play into Ben forming a greater personal independence than that of his older brother, relying less on those around him and his family, not counting Alice who was a large support for Ben during his early teenage years.

Unlike his brother, Benjamin would not be given the easy position within the Company similar to James, instead being given a lower office job and working his way up to prove himself to both his father and the Company as a whole. While he has blamed his older brother for this fact, not entirely unfounded as James played a part, but more so his mother, then it has benefitted him much more than the easy path for James. For Benjamin it proved a blessing, making him strive harder to learn his craft, pouring everything into his projects and soon his father began to recognize his talent, much to James’ annoyance as Alexander praised Ben far more often than previously. Much to Ben’s happiness, he has begun getting the recognition which he always wanted, and proving himself as more than just his brother’s second. Even if the cost has been an increasing amount of arguments with James, who has found it hard to accept his brother’s newfound success.
Name: Alice Lee
Age: 20

Bio: The only daughter of Alexander and Helen, and like James she has always been a center of affection for her two parents. Often smiling and with little care she has often been a joy for all her family members, especially Ben who she bonded closely with during their younger years. While enjoying good relations with most of her family, by far the most strained relationship is with James, especially as Alice would often take Ben’s side when the two brothers fought.

Having grown up in her family, it is rare that she has ever lacked anything and while she is content with her lot in life, at least for now, then there is no denying that she has greater ambitions for herself just like her brothers, and one of the key influences on Ben’s ambition and motivation when he was in doubt.

The youngest of the Lee children and quite the pleasant surprise to his parents upon the surprise they would have another child. He has taken up the position which Alice previously so adored within the family, often being the center of attention from both parents and siblings due to his young age and innocence.

The wife of Alexander Lee and the mother of his children. She has played an important role in her husband’s life, helping him overcome his drug addiction and supporting him through his career as she did her best to create a happy life for her and her family. Working hard to ensure her children's education, along with their socialization and development, all of which at times proved hard. While Alexander has often opened up to her about his affairs, then she has at large remained away from Company affairs, leaving it in her husband’s hands and never being afraid to push her own beliefs. It was this exact reason that she pushed hard to ensure Ben did not receive the same favour that his older brother did after she witnessed just how it affected James.

While she still remains married to Alexander, the two separated five years ago at her behest. She still loved Alexander, but she wanted something different in her old age rather than waiting for him to be done with Company affairs. Despite this, she maintains a close relationship with Alexander and all of her children, living in her own house within the Hub together with Victor.
Descendants from Demetre Romara and his daughter Keri Lee, the two founders of Crimson Caravan a century ago. The father and daughter made a name for themselves and their company, for running high risk jobs. Over time they would establish themselves as prominent traders and merchants within the community and would see the Crimson Caravan expand over the coming decades and supporting the rise of the NCR. The company stayed within the family for a long time, being passed on from Keri to her son, who passed it onwards to his son who in turn would pass it on to Alexander. The Company saw a massive rise in expansion along with that of the NCR, taking use of the newborn state to its fullest. The Lee family and their support of the republic in the form of their company played a massive part in the history of the NCR and the growth of its economy. And as the Company expanded so did the wealth of the Lee family, now sitting among the high tables within the NCR, having key influences in politics and decisions within the Republic, while having enriched themselves over the past century. And while they sold Company shares over the last decades, to raise capital for the company expansion, such as its industrial capability and Brahmin herds, not to mention expanding the company’s influence, then the family’s share stake and influence in the Company remains large even if it is not solely dominant.

Originally a small-time weapon merchant, Morrison made a living buying and refurbishing scavenged weapons and armor then selling them for a steady and significant profit. Of course, it was not long before one of the merchant houses gave him an offer that he (quite literally) could not refuse. Signing up with the Gun Runners he found his skills but to good use with a relatively fair amount of freedom. In time as he entered more managerial positions he began to earn a reputation for turning over surprisingly large profits and producing several high-quality pieces of equipment. This led him to begin to steadily rise through the ranks until he reached the position of CEO. Since then he has continued to make a name for both himself and the Gun Runners with his pleasant public demeanor and some less than sparking business practices in the attempts to expand the company.

Described as a "beautiful young woman in combat armor" by the Chosen One 20 years ago, Elise is the current Chief Ranger for the New California Republic Army. With her experience and natural talents, Elise has shaped the rangers into the elite formation they are today, and has been one of the principal forces pushing the borders of the NCR ever outward. Thanks to the efforts of her and her Rangers, as well as friends in high places, slavery has been outright banned in all incorporated NCR states, and Elise has actively sought the destruction of the slave trade wherever possible. As Chief Ranger, Elise's official posting is at Ranger HQ in Shady Sands itself, though more often than not she'll be away for days or weeks at a time, preferring to go out on patrol with her fellow Rangers.

Name: 孙 延 森 | Sun Tzu-Yan

Bio: Sun Tzu-Yan was born into the influential Sun family that claims that they descend from General Sun Tzu and politician Sun Yat-Sen, even if few people know or understand the historical references. In recent history, the Sun family are descendants from an officer that was aboard the Shi-huang-ti. The Sun family quickly rose to prominance as one of the noble families that rule the Shi territories. The male members of the family has a history of serving in the Shi Guard, and more often than not, wear military uniforms, whatever the occasion.
The current head of the family, Sun Tzu-Yan joined the Shi Guard at an early age and slowly rose the ranks and eventually became the commanding officer of the Guard. He is seen by some as the embodiment of the ancient traditions and customs, and being almost overzealous when executing the orders from the Shi Emperor.
He is respected by the most of the soldiers in his command and by the Shi society.


Sons of Sun Tzu-Yan:
Sun Kong-Sang | 孙 孔 桑
The firstborn son of Sun Tzu-Yan, born in 2239 is much like his father and is much more well liked than his brother, even if his father consider both of them to be rascals, and privately thinks some of their actions as shameful and deeply unnecessary. Sun Kong-Sang is an officer in the Shi Guard and Sun Tzu-Yan considers him as a close advisor; some say that Tzu-Yan decided to make him an advisor to heighten Kong-Sang's position in the Guard but critical voices has so far been silenced.
Kong-Sang is an avid practioner of martial arts, which some consider to be quite silly, but the heir to the Sun family takes it very seriously.

Sun Jae-Ling | 孙 在 玲
The second son of Sun Tzu-Yan, born in 2241 is a torn in his father's eye. When his father tried to get him to join the Shi Guard, Jae-Ling ran off to New Reno spending money left and right, and said afterwards that meeting the "real world" changed him into being a "better" person, and he has a habit of going to New Reno to sing, gamble and star in a movie once in a while (often inspired by Kong Fu holomovies of old). He owns a small "teahouse" in Shi town were customers can pay extra for what is said to be extramarital services with the employees and other decadent activies. He has a close relationship with his older brother, Sun Kong-Sang.

Name: Sabine Ra
Age: 31

Bio:

Sabine was a young man when The Great Khan Darion was killed. His death and the battles that followed shattered the strength of the Khans. Sabines tribe would be bled slowly in the years to follow. Instead of great raiders he and his tribe would scavenge and reduce themselves to producing and selling drugs. The wealth and strength of former generations gone and Sabine were left to look after those of his tribe who were left. In 2254 a plague ripped through the tribe and saw it reduced to 15. Those that were left made the decision to leave California for the Mojave. Along the way his tribe was ambushed by Super Mutants that slaughtered his tribe to almost the last. Sabine survived that day. The shot that should have killed only took an eye and left him unconscious.


When he awoke he was alone, surrounded in the dead of his tribe. He spent three months in the desert alone before he was discovered by another tribe of Khans. They found him delirious with the head of a super mutant strapped to his back. They took him in and nursed him back to help. When they uncovered how he survived the ambush they cast him, not before marking him as a coward. They branded him with the mark of a broken chain across his back so that all would know his shame.


Sabine has drifted through the wastes ever since. In recent years he has attracted a small band of outcasts, twelve warriors and raiders that follow him in attacks against the outlying communities of the NCR and California. While a pariah to the rest of the Khans his prowess as a raider allows him some leeway in dealings with the other Khans. With the relative chaos and weakness of the Maxon state following the end of war, Sabine has decided to target the region for raids. He does not share the hatred of the NCR as many other Khans do, his real anger will always be to the Super Mutants that slaughtered his tribe.

Good sign up and interesting character but please reread the OP because I cannot approve of this character.
