I'm assuming the notice includes me as I'm not in the stats. So I submit my nations here once more for your consideration.

Option A) Sublime State of Iran: At a critical juncture in its development, Iran has every capacity to modernise if its Shah's modernist tendencies endure. Though it has lost territories in the Caucuses to the Russians, and most recently lost Herat due to British intervention, the eastern coast of the Caspian Sea has long been claimed by the Iranians and would be a fine addition to the Empire's territories.
If it makes the right allies and continues on a route of gradual modernisation, Iran can easily regain its historical status as a major world culture and power.

Option B) Wilayah of Egypt and the Sudan: Led by the Francophone, French-educated Sa'id Pasha, Egypt and the Sudan is nominally under Ottoman rule but is effectively independent. Sa'id Pasha, aided by the rather flexible nature of the Egyptian people and the successes of his forebears, has been able to continue the accelerating modernisation of Egypt and the Sudan. With the beginning of the American Civil War, the world is very suddenly in need of a stable source of quality cotton. Egypt is no doubt the most capable of seizing the initiative and taking advantage of the gap in the market. Moreover, with building work on the Suez Canal begun by the Suez Canal Company in 1859 (which was given a 99-year permission to operate the canal, and in which Egypt has a significant share), the face of sea travel is set to forever change - and Egypt, it would seem, will once again become an important centre of the world.

Option C) Sultanate of Morocco: Emerging from its humiliating defeat after the 1859-60 war with Spain, Morocco has competent leadership but is in an unenviable position. It is burdened with a huge indemnity of 100 million francs that are to be paid to the Spanish, and this will necessarily require significant changes in order to be paid off.
Despite this defeat, Morocco has taken some steps towards modernisation - particularly with regards to its military - and its position means that it is generally to the advantage of European powers to maintain a nominally independent state in the region. The correct decisions could see Morocco prosper even as the rest of Asia and Africa falls to the European colonisers.
