Simple Localisation Issue with Estate Names

Description​

I was working on a mod and added a modifier for Estate land ownership, but was disappointed to see that there was a localization issue and the modifier did not appear correctly. The Modifier itself works fine

Steps to reproduce​

Either A: Download Internal strife off of steam, or B: Include any modifier in an estate file under the land ownership modifier section

You could avoid this by changing the localisation (e.g. for estate_nobles_ownership) so that it uses a fixed name if you want land ownership to give modifiers which are used in tooltips which don't support localisation commands
