Simple Multiplayer Balance Mod updated for Lem 3.1

Mod has been updated for Lem 3.1!

Many of the balances were removed as they were addressed in Lem! Yay for progress! Have however included a special event to penalize negative economy exploits since they seem to be a reoccurring thing.
