In CK2, you could dissuade Electors from voting you Emperor by Antagonizing them, but that option didn't translate to CK3 (probably because duels didn't make the cut).

Why would I not want to become Emperor? Maybe I was busy integrating the duchy of Brabant into the Kingdom of Frisia (becoming HRE stopped that process).

Maybe I was 5 years away from being able to *finally* enact primogeniture, and I'm terrified of losing all my titles when a random nobody is elected Emperor (in CK2, if an unlanded character was elected emperor, they stole the emperor's kingdom title and capital county, gained a ton of de jure claims, which they promptly enforced by revoking the whole capital duchy. I don't know if that's the case in CK3, but I most certainly don't want to find out).

Maybe I want to eventually create a custom empire title, but holding the HRE title would prevent Frisia from auto-integrating into the new empire (assuming the decision is allowed if you already have an empire title).

Maybe I don't want to deal with a ton of new vassals that want to murder my character in his sleep.

Finally, maybe I don't want to lose my non-de jure-Frisian vassals if I ever lose the Empire title.
