If those borders roughly match the ones on the original map (with 400 finnish provinces), we could just merge and name after the biggest city.

The Image are showing Finlands herrad that you could merge white help of a text on internet. But you will also need the name on the province, My map does not have the names!

For Sweden and Finland probably, but it's not that easy for Norway, Denmark and Iceland.
