If you're not getting the install button, it is most likely that your mods did not load.
Try restarting the game, or wait while the servers catch up.
The button goes away after installing Skyve, after that you can access it from your App list on windows.
Thank you for bringing this over to CS2. I did find that the launch button doesn't work for the Xbox Game Pass version at the moment. The executable there is located in (Drive Letter)\XboxGames\Cities- Skylines II - PC Edition\Content by default. Figured that I'm probably not going to be the only person to report this one.

I've got the install button but clicking on it does nothing.
It changes colour when I mouse over it, and makes the click noise when I click, but nothing actually happens. This is with the paradox mods version, not the thunderstore version.
UPDATE:
I clicked it like 10 times in frustration and then it did work. I doubt anything I did helped, but kind of wierd that it did work after lots of clicks.

Odd why the folder isn't getting created
Try creating this folder: C:\Program Files\Skyve CS-II
and then click install again

For those having trouble installing Skyve, I solved it by running Steam as an administrator.

I downloaded the mod but nothing is downloaded? I can't find the "app" anywhere on my computer or anything for skyve...
Yup, the sync process in Skyve is the same one from the in-game interface

There's an install button that appears when you first subscribe to the mod, which then installs it on your computer
if that install button never appeared, then the mod was not dowloaded/enabled yet
So, I tried using Administrator to start the Steam, and reinstalled the mod from Paradox Mod platform(both in game and on web), still somehow didn't find the button of installing Skyve, is it because I've got the Skyve for Cities Skyline 1 still installed? Or it's not relevant?
Not relevant.
The button is the first one in the main menu. If it's not there, the mod hasn't been downloaded.
Open Paradox Mods from within the game, then give it a few minutes to sync. Restart the game.
If it's still not there, re-subscribe then repeat.
