Preface: from the imperator wiki, only free pops migrate of their own volition to nearby territories in pursuit of economic opportunities. Slaves cannot migrate on their own (*not true*) but can be moved manually. This can be used for great benefit by concentrating your slaves in territories to produce surplus goods. It also speeds up the assimilation process if you move your slaves in cities with theaters and a majority of integrated cultures.
Observation: slaves do migrate in game (see this post) and they stop all migration when they do because their progress is so slow.
Suggestion: slaves are moved by their masters by a parallel migration system that uses a different migration attraction, one based on production buildings and holdings.

However, as he found out, the queue system and the migration attraction does not fit well with other types of POPs.
Thus, we need a parallel system as pointed out by @Bovrick here, where buildings set out the migration attraction for slaves that will move on a parallel queue from the other POPs.

Slave migration attraction is determined largely by the desire of production of the slave owners but can be decreased by disruptive actions and events such as unrest, sieges and occupation, starvation, and overpopulation. Certain governor policies can also be used to some extent to adjust slave migration attraction. Important modifiers to slave migration attraction include:
Manual movement of slaves will remain a possibility for the player. However, with this system in place it will be a less tedious chore for players.
