Hello everyone! My latest campaign hit a snag. I have "The Victor's Spoils" and a 200+ ship fleet, but Slave Raid icon is greyed out (even after I reset I:R). What am I missing here?

Hello everyone! My latest campaign hit a snag. I have "The Victor's Spoils" and a 200+ ship fleet, but Slave Raid icon is greyed out (even after I reset I:R). What am I missing here?
If I recall correctly I think the target area can't have a fort level over 1. Which in Carthage and its minors is hard to find. A good area to raid is the eastern Spanish coast.

Thanks for the response. Unfortunately, I'm not able to raid any territories (even unfortified ones).

If you are confident you can field amd transport a superior army or have a navy of heavy ships you can declare war with the 'demand military access' diplomatic action when they will refuse which puts you at war with them where you can sack cities, raid pops and dismantle fortifications for no AE or backfires if you lose because land cannot be taken with this CB. Though you will need the heavy ships for port assaults and they take a lot of damage, I noticed your ships are all libernians so you might want to invest in building naval bases (i.e cities with 5 ports) to diversify the composition of your navy.

So it may not be obvious from looking at my screenshots, but this was a Phoenician "Tyrian Purple" achievement run. As such, I had to build 500+ ships... and the majority were lil' libbies. I deleted half of them once the achievement was unlocked, and built a 2nd fleet with medium/heavy ships. It's unable to use Slave Raid command either.

At this point in my campaign, the Mediterranean has been divided between 5 large empires:

1) Rome (who I'm often at war against)
2) Seleucids (friendly, but occasionally at war against)
3) Thrace (my longterm ally until they became a Great Power)
4) Carthage (my longterm ally)
5) Egypt (my frenemy and ally)

I'd rather not declare another war at this time, and planned to conduct Slave Raids during truce period (I helped Thrace versus Romans). In my previous campaign (Cyrenaica >> Hellenic League), it worked normally. "The Victor's Spoils" may be a wasted Military Tradition for this campaign.
