If you are confident you can field amd transport a superior army or have a navy of heavy ships you can declare war with the 'demand military access' diplomatic action when they will refuse which puts you at war with them where you can sack cities, raid pops and dismantle fortifications for no AE or backfires if you lose because land cannot be taken with this CB. Though you will need the heavy ships for port assaults and they take a lot of damage, I noticed your ships are all libernians so you might want to invest in building naval bases (i.e cities with 5 ports) to diversify the composition of your navy.
