it should be disabled in the next version then except for those who ought to have it

where can i find a list of who can enable slavery?

the in game tooltip to change laws overflows my window. I'm playing as Neapolis, imperial cultist. I know I should have been able to change to it because the button was green (but I went martial focus for feudal vassals instead) and when I was able to change laws again, it was greyed out.
