I seem to be an outlier, because I've not noticed - emphasis on noticed - much diminished AI performance in terms of their planetary infrastructure, fleets, or things like that. Granted I have not been looking too closely because I've been on testing and narrative based runs for the most part, and my longest 4.0 playthrough so far was on that absurd Telepathic Civilians setup which isn't really a fair point of comparison.

BUT I did encounter a Determined Exterminator and a Fanatic Purifier Empire which had woefully few planets, despite many many systems each. I think the DE even only had their capital world, which was really really weird. So that is definitely a notable anomaly.

@d00m if you are just going to spam downvote all my comments on every thread you should at least suggest what you think is wrong because I am unable to understand what your issue with me stating that the Devs doubled fleet count per solider between hotfixes is since its clear that happened. Or are you just spamming?

Ah, he does that to you too, huh? If it helps, you're not the only one getting it.

From the few I just checked out it appears to be a result of them having negative resources I am actually assuming the fleet thing is what caused this to be tripped out because they have more ships then you would expect for the economy. So it isn't producing enough energy/food to deal with the upkeep.
 
So I'v had determined exterminators conquer a bunch planets at once, and this caused their economy to collapse because the AI does not know to turn some of these new planets to produce energy to actually maintain all the newly owned buildings and it's not like they delete any useless buildings or disable them anyway.
 
So uhh I found the bug, I just have 0 idea what caused it but the ships are not being set to be FTL capable. So they cannot leave where they are being built.

They fall behind quickly and seemingly just do things to be annoying. Like for example building space citadels in every system. They won't build the defense platforms though so it is just a mildy annoying roadblock. Hard to say how good they can get late game though as the lag dragon makes the game unplayable after about 2375.

Honestly why is this even still possible? I know we all really just wanted more glorified defense platforms but this just feels like something no one (player or AI) should even be able to build.
