So many soldiers

Playing as Brazil. My top 3 states have 26 17 and 10 percent soldier pops. I've had my soldier pay funding at 50% for decades and have only been encouraging Craftsmen. Which is at most 15% in 1900. I even set military pay slider to 0 and they continue to promote into soldiers. Im playing hfm

Do you have lots of unemployed pops? If the RGOs and the factories in those states are totally filled, that may explain why so many are promoting to soldiers. A lot should also be emigrating to other provinces or countries if possible to find work, but especially in densely populated regions your POP growth might be outrunning your emigration and factory job growth, leaving soldier promotion as their best option.

The factories were unfilled and profitable the whole time. Definitely unemployment in farmers and laborers. I even put the pay scale of soldiers to 2% and they continued to promise to soldiers instead of craftsmen

1) What pop typs are the most unemployed and what is their literacy ?
2) Are these in provinces with factories or without them ?

3) Did you set the soldier pay below50% ?
You should, if you want to make soldiers less attractive and maybe encourage de-/promotion away from it.

Going by what i see in the HFM folder i got and the poptypes files, promotion to craftsmen for farmers as example requires at least 30% literacy and if possile a factory in the province. The province needs to be a state, not a colony.

I sorta found the issue. For some reason the rgo went from allowing over a million to less than 300k. Seems to be an error as I ran it again and this wasn't an issue. So hundreds of thousands were unemployed
