The 1603/1605 errors we see there are typically a previous other installation stuck, or a problem in the Windows update/install processes.

If you see msiexec running in Task manager-processes, kill it and try this launcher install again please.

Otherwise run the Update app in Windows, does it load okay, find anything to apply - whether a patch, update, or whole new Windows 10 version? If so do that and reboot, then try this launcher install again please.

If still no good, do you see Paradox Launcher v2 in the Windows Control Panel to uninstall? If so does it uninstall cleanly, or get an error doing that? Uninstall it with this tool instead:

I do not see any app in the task manager with that name

If i run Bootstrapper V2(I assume it is what you are referring to with its launcher update) it works, and when i try to select where the game actually is it says " general error there is no installed game in directory"
it is weird when i start the game directly it starts but when i use steam start button it shows that i need to reinstall the paradox launcher

I do not see it in the Control panel uninstalling and the troubleshooter does not show it as well
 
I missed this:
read C:\Users\user\AppData\Local\Paradox Interactive\launcherpath: The handle is invalid.
Did you try creating a folder by that name manually, or something like that? Because that is a file not a folder. Whatever it is, please delete it and try again.
