On PC: in recon mode, when hovering over an enemy with enough information to need to scroll, I primarily use the controller, but while it prompts me to use the right stick to scroll, it does nothing. Instead I have to hold the mouse over that area and use the scroll wheel.

Using the mouse is worse: neither scroll wheel or the right controller stick will scroll the information.
 
Just to make sure. Do you click on the enemy before trying the wheel? Or do you just hover over the enemy? If the latter, you need to do the former.

I was just about to update the thread: Silent_Strider is correct: in the case of the controller, I had to click the A button for "more info" the screen zoomed in on the subject THEN the right stick worked.
