After playing 1936-scenario awhile i discovered some strange (unexpected) behaviour. The situation is as follow:
I play as Italy and from '36 til '43 i built up an alliance with Vichy, Lebanon, Syria, Portugal, Romania, Bulgaria, Yugoslavia, Persia ('til '43, anexed by Soviets) and Austria ('til '38, anexed by Germans). I did not go to war together with Germany (their only official partners are Slovakia, Hungary and Greece) and also avoid every event which could made the Allies angry (no support in Spain Civil war, no invasion in Albania etc.)
Now until mid of 1943 Germany was at war against UK, France, Rep. Spain, USA and some other minor countries but not soviet union. In June '43 Soviet Union together with Finland declared war on Germany. And from this moment on i was also involved in the conflict because my ally Romania declared war on Soviet Union. Luckily my alliance had only Soviet, Finland and Mongolia as our enemy so we could fight them back to Stalingrad. And then i discovered a few strange things.
First thing has not so much to do with thread title but i don't want to open a new thread for. Near the end of war i had a war count on Soviet Union by +76%. I wanted to end this by diplomatic and offered them a white peace but they declined. One day later they accepted a Peacy Threaty from Germany in 1947, giving them a lot of their countryside, and suddenly our war (the Romanian) was also over. We had a different alliance, no military access with Germany, and they can end our war? Strange.
After war i discovered that whole England, Wales and most parts of Scotland are captured by partizans, maybe after a lot of strategic bombing from Germany. Now i thought i could capture it. I'm not in war with UK but i can give my units attack orders on partizan ground. I can send bombers, attack from sea against ports and airfield. Then i gave my transporters the order to make an amphibious assault on Liverpool. No hostile units located on the island. My troops made their way in front of the coast - but that's it for the next months
..... No infantry or marines unit was landed. Same issue is it with my V2 ballistic rockets. I ordered them to made a strategic bombardement of Partizan-England but nothing happens, the rocket stays in hangar until their mission expired. Anybody knows why this happens? On land i can attack every partizan region without problems. Also by regular air units like tactical or strategic bombers. My carriers do also well but invasion on an partizan island seems not possible. After Germany stole my conquests in soviet war i thought i could get something back by invading abandoned Britain....

I tried the hint from Pro_Consuls Naval-FAQ and assigned a key-shortcut to my amphibious landing division but it doesn't work either. In fact in this way it is possible to give moving order in a neutral country but NOT to land on an unguarded partizan coast.
I tried it also on other partizan islands in the carribean - same issue, no landing or amphibious assault possible. Exact identical behaviour (not executing given orders) is going on if i send paratroopers. The plane carrying the troops is not even starting.
My conclusion: it is in HoI2 not possible to invade a partizan controlled island. You can only capture these areas by land. That's explaining why England isn't try to recapture their own mainland.
