For older (less powerfull) computers you can disable the 3D view in the graphics section of the options screen. This will result into a black 3D screen in the game interface what looks ugly. Why can this screen, having the 3D view disabled, not be used as an alternative 2D zoom map, showing the surrounding area of the selected unit? Or to use the new 2D map (as the alternative for the disabled 3D view) as a realistic looking Combat Information Center screen, using NTDS unit symbols and showing only the information that can be seen in the Combat Information Center of the selected unit?

That requires adding new functionality, which costs time and money, but will benefit quite few people.

Adding the ability to turning off the 3D screen is a service to gamers who want to play the game on for example an old laptop while they are away from their main computer.
