I've found some interesting pics in game files. Is it just unused resources or I was so unlucky to meet them in game?

They're used. I've encountered some of them as lords. Number 2 is King Lich, and he is seriously, seriously badass. (He's a Legendary melee hero whose basic attack cleaves.) Four-A is a regular mage lord.

I think you are talking about Skeleton King and Black Mage. They have different portraits:

Some of them do look like upgrades to existing Temple units, don't they? Perhaps that was planned at one point.
