Well. I do not have Victoria, but i managed to look at it for a while. Obviously, paying attention to the thing i was always interested in, meaning demographics.
What i want to say, is that there seems to be, sometime, not enough variety in provinces. For example, there are no Basques in France, despite existence of Basque culture (in Spain). Similar issues happen in eastern and south-eastern Europe (that straight ethnic border between Byelorussians, Ukrainians and Russians for example.
Ok, some more things,
Danes in Holstein. Are there not too many of them? I mean, i am not that knowledgeable about pop composition, but i remember the plebiscite in 1919, and it seemed Danes were majority only in northern Schleswig, while, IIRC, in game they are majority in northern Holstein and whole Schleswig. Well, maybe there were some migration meanwhile....
Vilnius. Well, having it 100% Lithuanian is plain wrong. The city had about 2% Lithuanians in 1920, and i doubt there was much of polonization going on under Russian rule
Lvov. Well, the exact composition in 1836 is unknown to me, but Lvov area should be more polish than the neighbouring north/west areas, while in game it is opposite.
Btw, there should be significant Polish minority in Zhitomir. This correspondes to the discrete cultural borders in Victoria.
Those last three i am sure of. The thing i am not is that of Warsaw, where there seems to be too many Russians, and Poznan and Gniezno provinces, with too large number of Germans (too early, for sure).

Another one is a question. Why do Krakow have cultural Jews (Askhenazic), while it is the only place? I mean, either they should be different only in culture, or (better way), Askhenazic culture should be quite significant in C-E europe...
EDIT/ Doh, forgot about Crimea. It should be almost exclusively Tartar, i don't remember if its Russian or Ukrainian ingame, but its wrong...
