Description​

As of T&T some vassals contribute 100% of their levies leaving them too weak to defend themselves from factions or wars with other vassals. They will also not declare any wars like this so they will not expand the borders of the empire or kingdom on their own.

Steps to reproduce​

Have highest level of crown authority, high vassal opinion (of you) and a high level Hastiluder trait.
