I have purchased the game off of Steam. i have played a few maps of sandbox, but i would like to play Scenarios. the game is still bad but its slowly getting better. but why am i still unable to play a scenario.

TBH, I am more surprised they ditched the brilliant generator, which allowed so much replayability in SOTS prime. Scenarios are good and all, but I only played through them once (twice for those where the 2 sides had different gameplay).
its just that there are in game glitches in regular sandbox, that make it hard to play without missions set in. i want to be able to fight hordes of ai with all the other races or see the suulka attack en masse
You can partially do that by setting customising each AI opponents empire size and starting cash and tech.
