Sound Mods

I am interested in replacing many sounds for a more interesting experience. These include:
-Sports car exhaust for upscale area
-Gun shots at night for crime ridden areas
-Protesters during some days in areas that want change (taxes, increased infastructure, etc)
-Honking for congested traffic areas

Is there any way, supported or not, to access these files?
