Soviet Ground Defence Efficiency

Don't know if anyone noted it, but is it intentional to leave the soviet at 140% ground_def_eff after the GPW event and all the standard May events ?

I searched in the soviet inc file and discovered that the line:
ground_def_eff = 0.200

has been removed from the vanilla version of the file to the Core version.

We noted playing MP Germany vs. Soviet.
In June 1941, two soviets divs where able to stop 4 Ger Pz Divs !!!
Astonishing !!!

SOV GDE has the same issue as in vanilla ATM. We're discussing how to handle it, as there are multiple issues at play here, with no easy solution (no matter what others may say). It will get done, but it will take some time to plot it all out (the how and when).
