i cant get the soviet paratroopers to activate for a paradrop. i cant find any technologies and doctrines that enable a soviet paradrop. can any one help me on this one.

AFAIK there is no special requirements for Soviets, should be the same as any other nation:
Required techs:
Infanty/Airborne - Early (minimum)
Aircraft/Air Transport - Basic (minimum)
Air Doctrine/Operational Destr - Battlefield Interdiction.
Once you have those, then:
Transport must be have full supply and org.
Same is true for the paratroop, I think.
Target province must be within range of transport.
Weather and possibly time of day effects.
Be at war with owner of target province.
All that should be enough.
