Special contracts have no description

Description​

Special vassal contract options like scutage, march, title revocation rights, council rights etc. have no description. Especially evident for council and title revocation rights, which now dont even show what they're doing except for vassal opinion change.

Steps to reproduce​

Open the change vassal contract window
hover over special options
