As the title implies, it feels very weird and immersion-breaking that you can have a partially-disenfranchised 'metic' class that is both explicitly forbidden from taking leadership roles and has reduced political power but can also fill up your politician / noble jobs. Historically, and today in much of the world, being a non-citizen legal resident simply does not allow one to penetrate the upper echelons of society. Merchant is a historical edge case but given how 4.0 handles elite jobs I would disallow that as well as otherwise having a single merchant-producing building on a planet means the entire elite stratum will be filled up with resident aliens.

Mostly the citizenship rights otherwise work as one would expect from their descriptions. Full citizens can work any type of non-slave job; slaves work jobs depending on their slavery type with none including elite jobs; edge cases like undesireables, biotrophies, machine integration likewise are restricted to specific job types in lower strata. Residents are the only odd ducks where the way the citizenship type is described doesn't match what actually happens in the game.

This isn't a game balance issue so much as ludonarrative dissonance.

Yeah, they didn’t use to be able to do that either iirc, either way I agree it makes no sense whatsoever. hopefully it’s just another bug, probably best to report it just in case. I pray for my sanity it’s not an intentional change.
 
This isn't a game balance issue so much as ludonarrative dissonance.
There is also a valid gameplay reason for your suggested change: elite pops generally have greater political power, so they count more strongly for faction support and their happiness for planet stability. So it makes that you want to limit those to your citizen species, given that residents have -10% happiness.
