Spheres of influence not in my library

I own the expansion pass but for some reason spheres of influence isn't in my library. I bought the grand edition of the game if that helps and tried verifying game files

Give it until 10am PDT (1700 UTC) to unlock. That is the usual time steam updates/releases new games and DLC.
