Because of the political price of being more or less indentured to a fascist/nazi state (that they ended up in Germany's pocket later is a side-issue).

For a player this really won't be a difficult choice, but in reality there was much opposition to allying with Germany at that point in time, which is what I've tried to reflect.
 
While I can certainly understand that the main problem I see is that Hungary declining the offer seems to lead to an early war between Czechoslovakia and Germany. Perhaps we could be given a choice to revert to the creation of Slovakia if Hungary declines? It could possibly have been a secret overture to Hungary to "split the spoils" so to speak.

Just some ideas.

In both my games as Germany so far it's done just that: Hungary refuses an alliance, and then a new event gives me the option to bring Tiso to Berlin and set up Slovakia. From there everything follows normally, as far as inheriting Czechoslovakia is concerned. The only difference I've seen so far is that even by September 1940, with France defeated and Italy in the Axis, Hungary is completely uninterested in joining the Axis. Don't know whether this has anything to do with the 'End of Czechoslovakia' events though.
