You should have created a new thread for this in the bug reporting forum since your question has nothing to do with this thread. There have not been any new patches since the last time you posted about this: http://www.europa-universalis.com/forum/showthread.php?t=297314
 
This probably cannot be fixed, since its a lag and synch issue.
Anyway its easily worked around.
