So i am playing as spqr and i conquered all the de jure kingdoms and lands for it. i often flip between the de jure empire map mode and independant to check if i have everything as well.

I looked in the create titular empires panel but i did not see anything about rome. Does it not exist or do i need the eastern half too?
How do i go about forming the empire as it is alooot of kingdoms to keep in check.

You are the Roman Empire. However, the Basileia Rhomaion is also the Roman Empire.

Considering that both exist, but both are greatly fragmented, and that the Roman Empire was always much more loosely held together in LI than in our world (that's in one of Shaytana's posts somewhere), and that there is essentially no end date for the mod, why would either have an easy path to restoring the Empire's greatest extent?

If the OP meant the restore the Roman Empire decision, that's something to be revised eventually, along the rest of the titular stuff. That's why it's not in game.

Anyway, as Rich said, both the SPQR and the Imperium Romanum claim to be the legitimate Rome through their respective western and eastern heritages. So yeah, in layman's terms, SPQR is the WRE and the Imperium Romanum is the ERE. The WRE even tries to hearken back to the Roman Republic, it has a "functional" Senate, but that that seems more or less a charade (ie: they are feudal elective, so the Senate is made up of the kings in de-jure SPQR).

ah ok i was wondering by the SPQR title if it was an empire title or not and i was actually was rome or had to do something to make it. thanks guys. but one more thing. is the government for ERE different? with the title emperor? its just a pet peev of mine to have the actual title. i just like the ring of it. If the title actually exists.

The Basileus rules in Constantinople.

Both are emperor tier titles.

You do realize that the primary title of the Roman emperor changed over the centuries, and never was Emperor (or even Imperator, from which Emperor is derived, which originally was a title given to victorious generals)?

If you want to be an Emperor, you should go take on the Eastern Roman Empire. It's the next logical step after being Roman master of the West, isn't it?
