I recently added a civic to a mod that works like so:

Now, adding an opinion malus isn't hard, and functionally solves most issues- empires that hate each other won't really do diplo outside of warfare.
What I would like to figure out is, is there a way to go the full length and implement restriction on their diplomatic actions with other empires, like those defined in /common/diplomatic_actions/00_actions.txt , without basically just overwriting everything in that file? I have an eye for compatibility on this one.
